PROBLEM TO BE SOLVED: To provide a steam turbine plant, and a prewarming method of a steam turbine capable of prewarming without being fitted again to a turning device after separating from the turning device of a turbine rotor. SOLUTION: A part of auxiliary steam, that is, preheating steam supplied from an auxiliary steam generator 6, and flowed in a high pressure turbine 2, flows in an intermediate pressure turbine 3. The turbine rotor 5 separates from the turning device by the auxiliary steam flowed in the intermediate pressure turbine 3. A rotating speed is always controlled by adjusting opening of an auxiliary steam releasing adjusting valve 11 on the basis of a signal of a rotating speed detecting sensor part 10. Since a rated value of the rotating speed of the turbine rotor 5 in prewarming is set sufficiently higher than a rotating speed for separating from the turning device, the turbine rotor 5 is not fitted again to the turning device in the prewarming.
