PROBLEM TO BE SOLVED: To provide a method and an apparatus for filling powder into a small-sized powder container by which contamination to the surroundings is little; automation is easy and handling properties are excellent; dispensing to a small-sized container can be rapidly and accurately performed; it can be utilized in a powder manufacturing line; and a required quantity can be just enough and precisely filled into a small-sized powder container without giving a special stress to the powder. SOLUTION: A powder filling apparatus consists of a metering tank with a powder discharging hole. The metering tank and the small-sized powder container are installed up and down so as to insert the powder discharging hole into an opening part of the small-sized powder container, and a powder transferred from the outside into the metering tank is discharged from the powder discharging hole and is made to fall down into a powder filling container to fill the powder into the powder filling container. A filling amount restricting means consisting of a filter material which can pass gas through but does not pass the powder through is provided in the neighborhood of the powder discharging hole of the metering tank, and a gas sucking means communicated with the filling amount restricting means is operated to attract the powder to the filter material and thereby to control the amount of discharging of the powder.
