PROBLEM TO BE SOLVED: To provide a high image quality electrifying device, a process cartridge and an image forming apparatus in which ozone or nitroxide produced during an electrifying process are reduced and a gap with an image carrier in a non-contact electrifying roll can be set at a high precision. SOLUTION: The electrifying roll 22 provided with a gap G between a roll part 22a and the image carrier 20, having the facing roll part 22a, sealing members 28 and 30 restricting the flowing in of air within the gap G and a pressing member 25 pressing the sealing members 28 and 30 toward the image carrier 20 while maintaining the gap G are provided in the electrifying device.
