PROBLEM TO BE SOLVED: To solve problems with a bicycle with cover body, wherein operation is difficult since a handle is too far from a hand to drivingly pedaling a drive shaft installed at a height generally equal or higher than the height of a saddle by lowering the position of the saddle to lower the heights of a rider and a cover body covering a vehicle body. SOLUTION: In this handle device of the bicycle, the bearing members 16 of a handle shaft 15 are fixed to the bearing members 4 of a front wheel steering shaft 3 formed integrally with a vehicle body frame 1 of the bicycle by connection support members 14 along the vehicle body frame 1 at the rear upper positions apart from each other.
