PROBLEM TO BE SOLVED: To provide a technology for inexpensively, highly reliably and efficiently reducing a rotational load when starting an internal combustion engine without complicating a mechanism without having influence on a combustion state and ignitability of the internal combustion engine. SOLUTION: This internal combustion engine has a plurality of cylinders (a #1 cylinder to a #4 cylinder), and reduces a pump loss by putting an intake valve and a vent valve in a fully closed state before first time combustion of the respective cylinders on at least its partial cylinder (the #1 cylinder, and the #4 cylinder) when starting the internal combustion engine by a starter motor.
