The invention relates to a device for unwinding and winding wire coils, cable coils, cable reels, and similar materials used for installation purposes. Said device comprises two horizontally aligned disks (1, 2) which are vertically disposed on top of each other so as to have symmetrical axes and are mounted on antifriction bearings (3) that are placed therebetween such that the top disk (1) is rotatable relative to the bottom disk (2). An angle (a) that is formed between the pins of the antifriction bearings and the radial line of the disks is not 0 DEG . Alternatively, the antifriction bearings run on a wavy track having alternating peaks and valleys. The inventive device allows for substantially better stability in the operating position while creating a compact, easily transportable flat design having a low height. The device generates a braking power that acts counter to the direction of traction, is proportionate to the weight of the unwinding material, and results in very little after-running of the device and thus also of the unwinding material during stopping, effectively preventing uncontrolled depositing of layers of the unwinding material on the floor.
