PURPOSE: An information recording medium, an information recording/reproducing method and an information recording/reproducing device are provided to record data of digital stream signals by dividing the data into plural ESOBs(Extend Stream Objects), and to configure each ESOB based on a fixed number of GOPs(Group Of Pictures) or by including ESOBUs(ESOB Units). CONSTITUTION: One ESOBU consists of more than one pack group(140), while each pack group(140) consists of 8 packs. Each pack group(140) includes a pack group header(161), more than one MPEG-TS packet(162), and more than one IAPAT(Incremental Packet Arrival Time)(163). The pack group header(161) is composed of an ATS(Arrival Time Stamp)(151), CCI(Copy Control Information)(152), DCI(Display Control Information)(153), MNI(Manufacturer's Information)(154), a PTS(Presentation Time Stamp)(155), and PCR(Program Clock Reference) information.
