PURPOSE: An apparatus and method for controlling a multi-home agent are provided to effectively construct an IPv6 network by suitably distributing the load of a home agent in consideration of a network situation. CONSTITUTION: A multi-home agent controller(800) controls a load among a plurality of home agents balancedly. An in-bound packet monitoring unit(810) reads a packet transferred from an external link to a home link, determines whether the read packet is a binding update message, and transfers home address information to a temporary memory. An out-bound packet monitoring unit(820) reads a packet transferred from the home link to the external link and determines whether the read packet is a binding acknowledgement message. If the packet is the binding acknowledgement message, the out-bound packet monitoring unit(820) checks a status field of the binding acknowledgement message. If the value is 0, the out-bound packet monitoring unit(820) copies a home agent address, a home address of a mobile node, a care of address and life span information stored in the temporary memory to a main memory. A home agent list storing unit(830) stores home agent list information.
