PURPOSE: A rotary power control unit using hydraulic pressure is provided to control the speed of a rotary body by controlling rotary pressure. CONSTITUTION: The rotary power control unit using hydraulic pressure comprises a circular sump(10) formed eccentrically on a housing(h), an oil cutoff plate(20) formed toward the center of the sump(10) from an inside wall of the sump(10) and provided with a hole(21) bored vertically, an oil passage(22) penetrated through the oil cutoff plate(20) and interposed in the hole(21), an oil controller(30) provided with an oil control hole(31), a shaft hole(40) installed eccentrically on the center of the sump(10), a rotary member(50) fitted to the shaft hole(40) and provided with an oil push plate(51), semi-circular sumps formed by the oil cutoff plate(20) and the oil push plate(51), and a cover(h1) placed on the housing(h).
