The device has sensors (25) disposed in relation with an interlocutor to obtain sensory information e.g. heart beat of the interlocutor. The sensory information from the sensors is coupled to a coding circuit that transforms the information to an emotional state code. The emotional code is transmitted to an access circuit e.g. mobile telephone that accesses a transmission channel and decoded by a decoding circuit. Independent claims are also included for the following: (a) a process of communication of emotional states (b) an application of the device to online games and the process (c) an application of the device and the procedure to the amusement applications (d) an application of the device ad the process to an application of telemedicine or to the psychiatric surveillance and control.
