PROBLEM TO BE SOLVED: To provide a congestion degree investigating device for reducing an error in a congestion degree investigation. SOLUTION: The device retrieves an image by an image input means 20 whenever the image obtained by photographing a congestion degree investigation object part through the use of an ITV camera 10 is updated. A plurality of change detecting means 30 detect the change of the image, based on the input of the image at each small area. The times of detecting the existence of change are detected by a plurality of change times accumulating means 40. A local change per time ratio calculating means 50 acquires a local change per time ratio as a congestion degree, which is the rate of the accumulated times with the existence of change in a fixed period to the number of the whole images in the fixed period. An outputting/recording means 60 outputs and records the congestion degree. When the largeness of a change detection part with the change-detected small areas connected therein is smaller than a predetermined largeness, a change detecting means 30 determines that the image is not changed in the small areas included in the part, and excludes it from change times accumulation.
