<P>PROBLEM TO BE SOLVED: To provide a ceramic-forming binder for obtaining a ceramic green sheet having excellent strength and flexibility and exhibiting low decomposition temperature. <P>SOLUTION: The ceramic-forming binder contains a polyalkylene oxide-modified material obtained by reacting polyalkylene oxide and polyol with an isocyanate compound, and a carboxy group-containing polymer. As the polyalkylene oxide, a polyethylene oxide or an ethylene oxide/propylene oxide copolymer having a number average molecular weight of 5,000 to 30,000 is preferably used. As the polyol, 1,4-butane diol, 1,6-hexane diol or 1,9-nonane diol is preferably used.
