PROBLEM TO BE SOLVED: To provide a means for reporting, in the event of an abnormal state in the action of a person to be monitored out of home, the effect to a monitoring person. SOLUTION: A portable communication machine 11 comprises a timer means 12 for measuring a set time, a time expiration reporting means 16 for transmitting information of time expiration to a server 4 through a network means 6 at the expiration of the time set by the timer means 12, and an alarm information transmitting means 17 for transmitting alarm information from the server 4 to an information terminal 5 based on the information received from the time expiration reporting means 16. If the person to be monitored goes out after starting the timer means 12 for a conceivable time he/she is coming back, and the measurement time by the timer 12 expires as a releasing operation is not carried out because a situation such that he/she cannot come back home as scheduled occurs, this information is transmitted to the server 4, and the alarm information is then transmitted to the information terminal 5 carried by the monitoring person.
