PROBLEM TO BE SOLVED: To provide a wear resistant steel which stably has wear resistance without reducing its surface hardness, and has excellent low temperature toughness as well, and to provide a production method therefor. SOLUTION: The wear resistant steel contains 0.23 to 0.35% C, 0.05 to 1.0% Si, 0.l to 2.0% Mn,≤0.020% P,≤0.005% S, 0.005 to 0.03% Nb, 0.005 to 0.1% Ti and 0.0003 to 0.002% B, and further one or more kinds of metals selected from 0.03 to 2.0% Cu, 0.03 to 2.0% Ni, 0.03 to 2.0% Cr, 0.03 to 1.0% Mo and 0.005 to 0.1% V, and in which the value of componential index value Ha=C×(1+3×Mn)×(1+0.5×Cu)×(1+2×Ni)×(1+3×Cr)×(1+2×Mo)×(1+V)×(1+300×B) is≥2.5, and the balance Fe with inevitable impurities.
