PROBLEM TO BE SOLVED: To provide an ID card creating device and system preventing improper issuance or forgery/alteration of an ID card, and capable of constructing a management system securing high safety and quality performance by effectively using issuance history information recorded at the creation of the ID card such as allowing feedback to a card managing company or the like.

SOLUTION: In the ID card creating device, a recording means is provided in a cartridge holding card member built in with a storing means, the issuance history information such as image information outputted on the card member is stored in the storing means of the card member, and the issuance history information is also added to the recording means of the cartridge.
