PROBLEM TO BE SOLVED: To manufacture a toner which is free of problems in toner conveyability and makes it possible to obtain good dot reproducibility and high image quality at all times and to provide an evaluation system of high accuracy having no individual differences relating to a flow property in order to make stable production possible and a toner obtainable by using such evaluation system. SOLUTION: The electrostatic charge image developing toner is prepared by bonding or fastening a charge control agent to the surface of the powder composed of at least a resin and pigment. The value of the torque that the toner generates when a conical rotor, kept rotated, is invaded into a 20 mm powder layer at an invasion speed 5 mm/min after the powder is previously put into a consolidated state is 0.1 to 2.5 mNm when the void of the powder is 0.58 and 0.1 to 3.8 mNm when the void is 0.54.
