PROBLEM TO BE SOLVED: To eliminate line congestion in the wiring region of inner input and output cell group provided of a semiconductor integrated circuit in a multistage input and output cell structure. SOLUTION: The semiconductor integrated circuit comprises a first cell group (101) in which a plurality of input and output cells for inputting and/or outputting data from/to the outside or a plurality of power supply cells are arranged in the direction of external circumference of the semiconductor integrated circuit, and a second cell group (102) arranged on the inside of the first cell group in which a plurality of input and output cells and/or power supply cells for inputting and/or outputting data to the outside are arranged in the direction of external circumference.
