PROBLEM TO BE SOLVED: To enable a utilization member to perform telephone communication or two-way communication, while confirming locational information, with the other member who is present within a fixed range from the member's present location without knowing the telephone number of the other member. SOLUTION: A system server of a communication service provider is equipped with: a member database; and a communication processing system for receiving a requirement signal from a mobile terminal device of a member to perform processing required for communication between members. When the requirement signal transmitted from the member on the basis of the operation of his/her mobile terminal device is received, the communication processing system of the service provider searches the other member located within a specific area designated by the relevant member on the basis of information recorded in a recording means for recording present location information and identification information in the database and transmits the searched member's location information and the required identification information to the member who transmits the requirement signal, as a search result. The search result is displayed on a display part of the mobile terminal device of the relevant member, and on the basis of the search result, the relevant member selects a specific member for one-to-one or one-to-multiple communications.
