PROBLEM TO BE SOLVED: To provide a pressure roller whose heat capacity is made sufficiently low, strength is maintained at a predetermined level, rise time and durability are remarkably improved and which is prevented from being deformed even when fitted in a fixing device, and to provide, at a low cost, the fixing device having the pressure roller. SOLUTION: The pressure roller 10 includes a metal core 1; an elastic layer 2 formed from a heat resistant rubber on the metal core 1; and a releasing layer 3 formed from a fluorinated carbon resin on the elastic layer 2. In the pressure roller 10, (1) the thickness of the metal core 1 is 0.6 to 0.8 mm and the stress amplitude of the internal face is 15 Kg/mm<SP>2</SP>or less, (2) the thickness of the elastic layer 2 is 100 to 300μm, and (3) the thickness of the releasing layer 3 is 10 to 30μm.
