PROBLEM TO BE SOLVED: To provide magazine waste paper-compounded publication paper which is bulky, little contains impurities, and has high whiteness and high opacity. SOLUTION: This magazine waste paper-compounded publication paper is characterized by making paper from a paper raw material comprising waste paper pulp containing magazine waste paper as the main component of the total pulp component and a paper bulking agent in a dry amount of 1 to 15 kg/t based on the waste pulp, drying the made paper, and then flattening the dried paper to give a bulk density of 0.35 to 0.8 g/cm<SP>3</SP>.
