PROBLEM TO BE SOLVED: To obtain an electroconductive fluorescent substance material produced by providing a transparent electroconductive material with a fluorescence function and to provide a method for producing the same and a light emitting device using the same. SOLUTION: The transparent electroconductive oxide having a fluorescence function, comprising a compound having chemical formula MIn<SB>2</SB>O<SB>4</SB>(M is Zn, Mg, Ca or their mixture), ZnGa<SB>2</SB>O<SB>4</SB>or their mixture is prepared by doping MIn<SB>2</SB>O<SB>4</SB>(M is Zn, Mg, Ca or their mixture) and ZnGa<SB>2</SB>O<SB>4</SB>with a rare earth element as a fluorescence center.
