An electromagnetic wave absorbing material carrying an electromagnetic wave loss material utilizing the fibers and the interval of fibers in a porous structure formed by laminating inorganic long fibers in curled shape, characterized in that the irregularity (height difference) of the electromagnetic wave incident surface is set to not larger than one half of the wavelength of an incident electromagnetic wave.
