<P>PROBLEM TO BE SOLVED: To improve the durability of a diaphragm by reducing the pressure applied to the diaphragm. <P>SOLUTION: A filter 124 made of a network closed end cylinder is mounted in a first passage 123. A throttle member 127 forming an orifice 125 to throttle the flow rate of hydrogen supplied into a first and a second communicating chambers 116 and 84 is mounted in a first port 16 at the upstream side of the filter 124.
