<p><P>PROBLEM TO BE SOLVED: To provide a polymer electrolyte membrane having both low methanol permeability and high ion conductivity, and a fuel cell using it, a direct type methanol fuel cell in particular. <P>SOLUTION: This polymer electrolyte membrane is characterised by comprising a cross-linked high polymer electrolyte having a repeating unit shown by the chemical formula. In the formula, X indicates hydrogen, hydroxyl group, or methoxy group. Y indicates a 1-8C bivalent hydrocarbon group which may form a branched ring, or a bivalent urethane group and a bivalent ether group.
