PROBLEM TO BE SOLVED: To provide a rust prevention coating agent which can be used even in applications requiring high corrosion-resistance because the agent has corrosion resistance superior to that of an conventional surface treatment agent and which has excellent adhesion to a coating film, and to provide a method of rust-prevention processing using the same. SOLUTION: The rust prevention coating agent consists of a fluorine and zirconium-containing compound and a guanidine compound and/or a salt thereof.
