PROBLEM TO BE SOLVED: To detect an illegally parked vehicle in a no-parking zone without actual visit of a person to the no-parking zone. SOLUTION: An on-street machine 310 receives an automobile registration number transmitted from a smart plate 220 of a vehicle 300 located in the no-parking zone, and a management computer 320 determines whether the vehicle is parked in the no-parking zone according to the automobile registration number received by the on-street machine 310.
