PROBLEM TO BE SOLVED: To discriminate the loading condition of a driver from voice data. SOLUTION: The driver's condition discriminating device is provided with: a voice feature value extracting means 1003 which is used to extract a feature value from driver's voice data; and a driver's condition discriminating means 1006 which conducts discrimination to determine the loading condition of the driver from the feature value extracted by the voice feature value extracting means 1003.
