PROBLEM TO BE SOLVED: To provide an implement for curling head hair by using light by which the head hair can easily be curled, and to provide a method for curling the hed hair. SOLUTION: A curling agent 3 is formed by mixing a polymer 2 having a property to be attached to the hair and hardened by the light in water-soluble oil 1 such as camellia oil or castor oil and agitating them. This curing implement is composed of a curling agent 3 and a curling tool 4 for emitting the light. This method comprises a process of applying the curling agent 3 formed by dispersing the polymer 2 having the property to be attached to the hair and hardened by the light in the water-soluble oil 1 such as the camellia oil or the castor oil to the hair, and a process of forming a curl part 5 at a part where the curling agent 3 is applied through the curling tool 4.
