PROBLEM TO BE SOLVED: To provide a method for providing a highly reliable protection area on a medium without changing a hardware or a physical specification, that is, an information recording medium having a protection area without any fear of deteriorating a signal quality. SOLUTION: The adjacent area of a "protection sector" is set as a guard area in which no information is recorded. To prevent recording in the guard area, a sector belonging to the guard area is pre-registered as an initial defect in a defect management list. That is, special formatting is executed. Since no recorded data quality deterioration occurs because of adjacent track recording, the reliability of the "protection sector" is higher than those of the other areas. The information recording medium enables safe recording/reproducing even by a conventional recording/reproducing system. By arranging the file system management information of a high access frequency or the line in the "protection sector", the reliability of recording/reproducing is secured even in, e.g., the medium of a small number of rewriting times.
