PROBLEM TO BE SOLVED: To provide a small-sized, low loss, and low cost waveguide type spot size converting circuit, to provide an optical part using the circuit, and to provide a manufacturing method of the circuit and the part. SOLUTION: Lens medium sections 24a and 24b are formed in a clad layer 22 located between a waveguide 23 and an optical fiber. Since the spot size of optical signals is converted by the lens medium sections, spot size conversion of small size, low loss, and low cost, and of no polarization dependency can be conducted.
