PROBLEM TO BE SOLVED: To provide a frame rate conversion apparatus capable of converting vertical synchronization frequency of a video signal (frame rate conversion) with a single frame memory. SOLUTION: At a timing synchronized with a vertical synchronization signal in a video signal, the video signal is sequentially written in a frame memory in accordance with pixels. During this operation, a frequency signal with N pulses is generated as a rate-conversion vertical synchronization signal for every period which is as long as M cycles of the vertical synchronization signal, and at a timing synchronized with the rate-conversion vertical synchronization signal, the video signals stored in the frame memory are read in the order of writing. Thus, the conversion (frame rate conversion) of the input video signal into a video signal with a desired vertical synchronization frequency can be performed with a single frame memory without generating a frame passing phenomina.
