<p><P>PROBLEM TO BE SOLVED: To provide a compact system for diagnosing insulation of high detection performance which provides both an insulation diagnostic function and a moisture absorption function, having small installation space. <P>SOLUTION: An internal electrode 3 and an external electrode 2 are provided, where one side end opening surface is concentrically arranged via an insulating plate, with an opening part being formed on an outer seal of gas insulation electric equipment which is to be measured, to face the opening part in airtight manner, and which are concentric up to the opening surface of the other side end. The other side end is connected to a specified measurement instrument that measures partial discharge signals occurring in a vessel. A slit 8, for providing breathability, is provided to at least one of the external electrode and the internal electrode as well as the insulating plate.
