PROBLEM TO BE SOLVED: To provide an electrophotographic developer excellent in fixability on a thick paper or an offset printing paper, having small environmental dependency, yielding a fog-free image of high image quality even on a first sheet after it is allowed to stand for a long time or even after continuous printing, and not causing contamination in a machine due to toner scattering even after printing on many sheets, and to provide a method for manufacturing the same and an image forming method using the same. SOLUTION: In the electrophotographic developer consisting essentially of a toner and a carrier, a binder resin of the toner is a polyester resin or a polyol resin, an average circularity of the toner particles is 0.94-0.99, an average circle-equivalent diameter is 2.6-7.4μm, and the carrier has a silicone resin coating layer containing a conductive fine powder and a silane coupling agent.
