PROBLEM TO BE SOLVED: To solve the problems that a user is not involved in a readily employed environment in applying communication restriction service provided by a service company to communication regulations derived from maximum communication usage amount set for a cellular telephone and a rough estimation for a monthly charge is not easily obtained. SOLUTION: A control section 2 counts a transmission packet amount and a reception packet amount in packet communication based on a signal from a radio section 4 when communication with a called terminal starts, counts the use time of voice communication in the voice communication, calculates the charge based on the counted packet amount or the use time, and calculates a new integrated charge obtained by adding a charge calculated this time to the present integrated charge. The control section 2 restricts the communication selected as the communication previously restricted through a key input section 1 by the user in the next communication, provided that the calculated integrated charge exceeds the maximum communication usage amount previously established through the key input section 1 and the calculated integrated amount is fallen within a previously established usage period.
