PROBLEM TO BE SOLVED: To execute real analysis and simulation as to a concrete leakage condition and pressure condition estimated when an earthquake occurs. SOLUTION: A main part of this system is provided at least with a server 20 of a piping network damage estimating means for estimating damage generation portions caused by earthquake motion in a piping network in which prescribed kinds of fluids are used as transportation objects, in response to an input of information on the earthquake motion, and an analyzing device 30 of a piping network fluid condition analyzing means for analyzing at least either of the pressure conditions or the leakage conditions of the fluids in the piping network, based on information as to the damage generation portions estimated by the piping network damage estimating means.
