PROBLEM TO BE SOLVED: To provide a fan controlling device which operates without inhibiting a cabinet from raising its internal temperature even when an electric power is applied in an environment of very low temperatures. SOLUTION: A radio base station device and the like is equipped with a radio unit 103 which transmits/receives signals through an antenna 101, a temperature sensor 105 which detects the inner temperature of the cabinet, a cooling fan 107 which introduces the outside air into the cabinet, a fan drive unit 109 which drives the cooling fan 107 in accordance with the ON/OFF operation of a power supply and the control of a control unit 111 or an auxiliary unit 113, the control unit 111 which turns the cooling fan 107 On or OFF through programs on the basis of the detected temperature by the temperature sensor 105, and the auxiliary control unit 113 which turns the cooling fan 107 ON or OFF through a hard ware on the basis of the detected temperature by the temperature sensor 105. The auxiliary control unit 113 turns OFF the cooling fan 107 driven by the fan drive unit 109 when a power is applied to the radio base station device which is installed in an environment whose temperature is lower than the lower limit of the operation ensuring temperatures of the control unit 111.
