PROBLEM TO BE SOLVED: To provide a device and method for lifting a hanging scaffold for lifting the hanging scaffold while horizontally maintaining the hanging scaffold when lifting the hanging scaffold by using a plurality of lifting machines. SOLUTION: The lifting device 20 of the hanging scaffold 10 is composed of a plurality of ropes 22, a plurality of the lifting machines 23 for lifting the plurality of the ropes 22 and a control means 26 for controlling a rope lifting speed of the lifting machine 23. The hanging scaffold 10 is lifted while controlling the rope lifting speeds of the plurality of the lifting machines 23. In addition, a horizontal sensor 24 is provided on the hanging scaffold, and feedback of a signal from the horizontal sensor 24 is performed to control the rope lifting speeds of the plurality of the lifting machines 23. In addition, a rotating speed detector for detecting the rotating speed of a drum is provided on a motor driven winch 23 (lifting machine), and a rope winding diameter of the drum is calculated from a drum diameter and width, a rope diameter and the rotating speed of the drum to control a drum rotating speed in response to the rope winding diameter.
