PROBLEM TO BE SOLVED: To prevent the mixture of dust into a liquid food and reduce the cost of a packaging container. SOLUTION: A packaging container manufacturing apparatus is provided, and the apparatus comprises a dust eliminating medium supply source which supplies a dust eliminating medium, and a jetting device which jets the dust eliminating medium supplied from the dust eliminating medium supply source to a container raw material before it is filled with the liquid food to eliminate dust attached to the container raw material. Since the apparatus makes it possible to eliminate the dust attached to the container raw material before the filling of the liquid food, no liquid food is filled into a dust-attached container law material, thus the mixture of dust into the liquid food is prevented.
