<P>PROBLEM TO BE SOLVED: To provide a method, a device and a program for making a power generation plan and a power selling and buying plan which can grasp a relation between profitability and a risk which an operation plan carries. <P>SOLUTION: The method for making the power generation plan and the power selling and buying plan comprises a profitability and risk analysis means that can quantify the profitability and the risk when a long term plan for generator operation is inputted on an monthly and yearly basis, by expressing uncertain factors such as a demand fluctuation, a power unit price and a fuel unit price by using a probability model; and a GUI means that can conduct a trial and error process on a variety of conditional combinations with respect to an operational power interruption plan of a motor such as inspection and a power transaction plan as the long term plan for the generator operation, thus enabling the modification of the plan at the trial and error process to be interlocked with the profitability and risk analysis means.
