<p><P>PROBLEM TO BE SOLVED: To provide an energy management system enabling a plurality of users to perform energy management by giving the users a right of user authentication and a right of access by user specific identification data for identifying the users. <P>SOLUTION: User specific identification data 1b for identifying the user possessed by an energy management device 1 are transmitted to registration data base 3, the user specific identification data 1b are confirmed from user information pre-registered in the registration data base 3, the user specific identification data 1b are transmitted to authentication/access management data base 4 when confirmed, it is decided whether or not the energy management device 1 having the user specific identification data 1b is accessing the system, and the user authentication is given on the basis of this decision.
