PROBLEM TO BE SOLVED: To improve the precision of discrimination between color and black-and-white (ACS) and to shorten the preprocessing time. SOLUTION: In an ACS part 1008-1, a chromatic color discrimination part 1005-1 sums up difference absolute values between colors of RGB and outputs "1" in the case of the result larger than a comparison value of a comparator and outputs "0" in the case of the result smaller than the comparison value, and a chromatic color count part 1006-1 counts up the outputs, and a color discrimination part 1007-1 compares the counter value with a threshold and determines a color image in the case of the existence of many chromatic color pixels.
