PROBLEM TO BE SOLVED: To stably measure an error between the phase of a reproduction synchronization signal from an already recorded data region and that in an appended data region. SOLUTION: A synchronization signal reliability judgment section 33 judges whether a frame included in the reproduction synchronization signal in the already recorded data region conforms with length prescribed by a standard. When the reproduction of the appended data region is started, a synchronization signal phase retention section 35 generates a retention phase signal to retain the phase, based on the frame having the length prescribed by the standard for outputting to a phase difference measurement section 36. The phase difference measurement section 36 measures the difference between the phase of the retention phase signal and the phase of the reproduction synchronization signal obtained by reproducing the record data of the appended data region.
