PROBLEM TO BE SOLVED: To provide a storage device capable of achieving the sufficiently effective low power consumption of a refreshing operation even when the size of a used memory area changes each time with a simple constitution, and further provide a refreshing control circuit and a refreshing method used for the same. SOLUTION: The refreshing control circuit 30 divides the memory area of a memory cell array 11 into a plurality of submemory areas beforehand, and executes a control to refresh information for a submemory area only in which the information to be refreshed is held in a use state when the information is refreshed among the submemory areas, and not to refresh the information for the submemory area in which information refreshing is unnecessary in a nonuse state.
