PROBLEM TO BE SOLVED: To compose a control program creating device which automatically connects terminals of a program component of a control program for each machine of a target device, and to shorten program creating time. SOLUTION: This system is provided with a program component for each machine storing means which selects, classifies, and stores a program component composing a control program of the target device for each machine, a program substance for each machine storing means which selects the program component corresponding to each machine and adds a machine name then specifies/stores a program substance for each machine, a terminal name decision means which adds a machine name to a terminal name of an input terminal and an output terminal of the program substance for each machine and decides the terminal name, a connection information between terminals creating means which creates connection information between the terminals that connects the terminal whose terminal name is the same as the decided terminal name of the program substance for each machine, and a connection information between terminals storing means which stores the created connection information between the terminals.
