PROBLEM TO BE SOLVED: To provide an information processing system capable of performing a traffic jam prediction considering the probability of traffic jam or an experimental value of solution time of traffic jam. SOLUTION: This system comprises a correlation data forming means for forming traffic jam correlation data of a predetermined link with another link based on the past road traffic information of every link; and a traffic jam pattern data forming means for forming traffic jam pattern data in the predetermined link based on the past road traffic information of every link. This system further comprises a traffic jam probability calculation means for calculating the probability of traffic jam of every link based on the present road traffic information of every link and the traffic jam correlation data; a traffic jam continuation probability calculation means for calculating the probability of traffic jam continuation of every link based on the present road traffic information of every link and the congestion pattern data; and a traffic jam prediction data calculation means for calculating traffic jam prediction data of every link by use of the probability of traffic jam continuation and the probability of traffic jam.
