PROBLEM TO BE SOLVED: To smoothly change speed by simple control in a bicycle travelling by utilizing a power from an electric motor. SOLUTION: This change gear controlling device is designed to control an interior change gear device of a bicycle traveling utilizing a power from a motor, and comprises a power generation hub 12 detecting vehicle speed of the bicycle, a power signal transmission means (change gear controlling part 25) transmitting power controlling signals for temporarily stopping or reducing supply of the power from the motor when the speed of the bicycle reaches a predetermined speed, and a change gear signal transmission means (change gear controlling part 25) transmitting change gear signals for changing a speed to the interior change gear device after a predetermined time has elapsed since the power control signals has been transmitted.
