PROBLEM TO BE SOLVED: To provide a method for designing an image forming apparatus capable of forming an image with excellent image quality by suppressing return of toner to an image carrier and reducing disorder of a toner image on an intermediate transfer body. SOLUTION: In the case of paper within a range in which volume resistivity of the intermediate transfer member 46 is 109Ωcm to 1012Ωcm, electric field intensity inside a toner layer exceeds zero, tendency of increase of the electric field intensity flatly increases with respect to an application voltage to be applied to a voltage application means, increase ratio (unit is 1/m) of the electric field intensity as ratio of variation of the electric field intensity to be formed inside the toner layer on the intermediate transfer member 46 to the variation of the application voltage is controlled to≤9x103and the maximum value (unit is 1/m) of inclination of a tangent of a graph indicating the electric field intensity to the application voltage is controlled to≤104.
