摘要 PROBLEM TO BE SOLVED: To obtain a developed image having an excellent development characteristic and high image quality by eliminating variations in the electrostatic charge potential generated during the charging of an image carrier to attain smooth electrostatic charge potential, and preventing the variation in developed image density due to the variation in the electrostatic charge potential. SOLUTION: After a photoreceptor drum 11 is electrostatically charged at high speed by a DC corotron charger 12 so as to reach +100V which is a final target value of the electrostatic charge potential, a non-developer 17a is supplied to a gap between a smoothing roller 36 to be applied with a bias voltage Vb of +800V and the photoreceptor drum 11 to offset the potential of the portion which exceeds the bias voltage Vb out of the electrostatic charge potential of the photoreceptor drum 11.
