PROBLEM TO BE SOLVED: To form a fascia, such as an internally illuminated one, having excellent flame retardancy and being resistant to staining by penetrated rainwater and to the growth of e.g., mold. SOLUTION: A flame-retardant film is prepared from a composition formed by formulating a flexible fluroresin with titanium oxide. This film is high in water repellency, light resistance, flame retardancy, and whiteness since it is prepared from the composition formed by formulating the fluororesin inherently having a high limiting oxygen index and excellent weathering resistance with the titanium oxide. Therefore, a laminate 5 prepared by laminating the film on either surface of a glass fiber fabric and laminating a coat layer based on a thermoplastic resin or a silicone resin on the other surface is a membrane material being excellent in water repellency, light resistance, and weathering resistance, having such flame retardancy as to be determined as an incombustible material, having high flexibility, excellent processability, and nonproblematic in cracking and placeability, and suited as the fascia when set up with e.g., a fastener 6.
