PROBLEM TO BE SOLVED: To provide a flexible sheet which has flame retardancy, excellent weather resistance and excellent applicability and can be used instead of a polyvinyl chloride sheet. SOLUTION: This flame retardant resin composition comprising (A) a vinylic polymer which has functional groups capable of reacting with isocyanate groups and has at least one structure selected from a polyether, a polyester, a polycarbonate and a polybutadiene on side chains, (B) a polyisocyanate compound having two or more isocyanate groups, (C) a resorcinol polyphosphate compound, and (D) an NOR-sterically hindered amine comprising a hydrocarbyloxyamine or a hydroxyhydrocarbyloxyamine is characterized by containing (C) the resorcinol polyphosphate compound in an amount of 3 to 30 wt. % based on the solid contents of the flame retardant resin composition and further the NOR-sterically hindered amine in an amount of 0.05 to 5 pts. wt. based on the solid contents of the flame retardant resin composition.
